City Clerk's Office Service Modifications for the Public and Customers

EFFECTIVE MARCH 23, 2020, UNTIL FURTHER NOTICE

Lien Certificates

The City Clerk’s office issues liens or assessments owed to the City on any property located within our municipal boundaries. Closing attorneys or banks most often request this information when property is sold or refinanced.

All Lien Requests will be accepted via email or city drop box until further notice.

To request a Lien Certificate, please email a scanned copy of both a completed request form and a copy of a check for payment to sboman@jaxbchfl.net.  It will then be your responsibility to submit the actual check either by mail or by depositing it into the payment drop box located on the east side of the City Hall Building.  Please be sure the payment is in a sealed envelope marked “City Clerk.”

If you prefer, you can drop off a completed request and payment in a sealed envelope into the payment drop box mentioned above.  Again, the request must be in a sealed envelope marked “City Clerk.”

Once payment is received, the request will be processed and a Lien Certificate will be emailed to you.  All checks should be made payable to the City of Jacksonville Beach (No credit card payments accepted).

Please note we do not have a “RUSH” service so please plan your closings accordingly as this new procedure may take longer than the normal 7-10 business days for processing time.

The link for the Lien Certificate form is: http://www.jacksonvillebeach.org/sites/default/files/documents/new_lien_cert_form.pdf

Please feel free to call our office at 904-247-6299 if you have any questions or concerns.

Local Business Tax Receipts

A Local Business Tax is levied on any person who maintains a permanent business or branch office within the City for the privilege of engaging in or managing any business, profession, or occupation within the city limits of Jacksonville Beach.

All Local Business Tax Receipt applications will be accepted via email or city drop box only until further notice.

To apply for a Local Business Tax Receipt (including a Home Occupancy Permit, if applicable), please e-mail the completed application and required paperwork to jbyrd@jaxbchfl.net.

Once the application is reviewed, we will notify you directly regarding the application fee for your specific business type.  It will be your responsibility to then submit a check either by mail or by depositing it into the payment drop box located on the east side of the City Hall Building (no credit card payments accepted).  Once the application fee is received, your application will be processed.  Once the application is approved, your Local Business Tax Receipt (and Home Occupancy Permit, if applicable) will be mailed to the address provided on your application.  We will contact you directly if there are any issues with your application.

The application for a Local Business Tax Receipt and Home Occupancy Permit can be located on the City’s website: (http://www.jacksonvillebeach.org/government/departments/city-clerk/local-business-tax)

All documents and payments should be placed in a sealed envelope marked City Clerk, and will be processed after a 72-hour waiting period.  All checks should be made payable to the City of Jacksonville Beach.
