City Attorney

The City Attorney’s Office was established in 2019 as an in-house legal department. The City Attorney is responsible for providing legal support to the City Council, City Administration, City Departments, and related Boards and Committees.  Although the City Attorney reports directly to the Mayor and the City Council, the day-to-day workflow and prioritization of issues is established in coordination with the City Manager.

The City Attorney performs complex professional and administrative work in all aspects of the City, including, but not limited to: drafting ordinances and resolutions; civil and criminal code enforcement litigation; risk management; land use; public hearings; contracts and procurement; inter-local agreements; utilities, public safety, finance and taxation, and labor; Florida public records law and Government in the Sunshine requirements.

David Migut Biography

David Migut was appointed as City Attorney for Jacksonville Beach in January 2024. He brings over two decades of in-house local government law experience, previously serving as County Attorney for St. Johns County, City Attorney for the City of Marathon, Assistant General Counsel for the City of Jacksonville, and Assistant City Attorney for the City of Fort Myers. Mr. Migut has also served as an adjunct professor at Florida State College at Jacksonville and Florida Southwestern State College.

Mr. Migut received a Bachelor of Arts degree in Political Science, cum laude, from the University of Miami in 1998. He obtained his Juris Doctor degree from the University of Florida in 2001, with a certificate in environmental and land use law.

Mr. Migut is a member of the Florida Bar and has been Board Certified in City, County & Local Government Law since 2007. He is also a member of the Illinois Bar (inactive) and is admitted to the United States District Court for the Middle, Northern, and Southern Districts of Florida, as well as the United States Court of Appeals for the Eleventh Circuit.
