Business Impact Statements

On October 1, 2023, CS/SB 170 went into effect. The bill pertains to the passage and challenging of local ordinances.  Among other things, the bill requires cities to produce a “business impact estimate” before passing an ordinance, with exceptions. The estimate must be published on the city’s website and include certain information such as the proposed ordinance’s purpose, estimated economic impact on businesses, and compliance costs. For any proposed ordinances that do not fall within any exception to the new law, the statements will be posted on this page. 

Business Impact Estimate Statements

  1. Business Impact Estimate– Ordinance No. 2025-8227 amending Chapter 2 “Administration”, Article VII “Civil Emergencies”, Section 2-193 “Authority to declare and extend a state of emergency, activation of disaster plans” to specify ways that a state of emergency may be extended, as needed, in 7-day increments and to remove existing language that grants the Mayor authority to take command of the police by addressing instances of a public danger or emergency wherein the Mayor may take command of and govern the City, posted September 5, 2025.
  2. Business Impact Estimate - Ordinance No. 2025-8228 amending Chapter 2, Article V, Division 5, Section 2-162, General Employees’ Retirement System, of the City Code of Ordinances to:
    • Increase the maximum benefit cap from $100,000 to $110,000 effective October 1, 2025.
    • Increase the maximum benefit cap to $111,000 effective October 1, 2026.
    • Increase the maximum benefit cap to $112,000 effective October 1, 2027.
    • Increase the rate of interest paid for the back-DROP benefit from 3% to 3.5%.
    • Afford members of the Retirement System the option to purchase credited service with the Retirement System for prior government employment and qualified military duty.
    • Allow members to purchase up to three years of qualified credited service at no cost to the City. Posted September 16, 2025
  3. Business Impact Estimate - Ordinance No. 2025-8229 amending Chapter 2, Article V, Division 6, Section 2-163, Police Officers’ Retirement System, of the City Code of Ordinances to:
    • Increase the maximum benefit cap from $100,000 to $110,000 effective October 1, 2025.
    • Increase the maximum benefit cap to $111,000 effective October 1, 2026.
    • Increase the maximum benefit cap to $112,000 effective October 1, 2027.
    • Increase the rate of interest paid for the back-DROP benefit from 3% to 3.5%. Posted September 16, 2025.
